
Resource Management Principles: Approaches to Planning and Budgeting is provided as a resource to assist those who are responsible and accountable for decisions that will shape the direction of the university by placing that decision-making process into the context of one or more academic and support perspectives. It has been compiled for use in the context of MSU's Guiding Principles and in conjunction with the other budget planning documents available on the Office of Planning and Budgets web site.
There is a certain amount of redundancy among the sections in Resource Management Principles: Approaches to Planning and Budgeting -this is intentional. It is intended as a reference document, enabling the user to focus on the section(s) most relevant to the specific tasks-at-hand.
At a time when Michigan State University faces extraordinary challenges to its General Fund budget, and in the face of the continuing uncertainty of the national economy and global circumstances, it is vital that we maintain our unwavering commitment to MSU's growth in stature and its relevance across the fullest possible range of the teaching, research, and outreach activities that are central to our mission as a research-intensive land-grant university.
In that spirit, our deliberations must also keep in mind the following imperatives:
Maintaining and enhancing the excitement and vitality of the undergraduate experience that sets MSU apart from its peers;
Experiencing and broadening the international dimension of the university and its mission that goes beyond international students, study abroad and research activity; and
The essential value of establishing the connections with students, so that each and every one that comes to Michigan State leaves with the confidence that he or she has an advocate here, someone who is invested in and cares about the next steps in our students' lives and careers.
